Vps stands for virtual private server and it is a method used for partitioning a larger server into several smaller semi independent servers. Each of these mini servers (virtual servers) is capable of running its own operating system. Virtual private servers can also be logged into as root / admin which, if you know how, allows you to tinker with the servers setup to get it running the way that you need. However just as with shared hosting you can opt to have a Cpanel/WHM(web host manager, linux) or HELM(for windows) which makes interfacing with the vps a lot more user friendly.

When is a Vps needed?

You can use a vps for almost any website with the exception of those that wish to store credit card information on the server. Often a Vps becomes needed as a web site becomes quite busy and it needs more resources than a shared hosting account can realistically provide.

Through WHM and HELM you can quickly set up accounts and decide how much of the servers resources to give to that account. Each account that you set up also have their own cPanel just as a shared hosting account would.
